Is the observatory on the 23rd Floor still open?

We do not have an observatory in this building. We do tell people for the best view of campus to go to the 23rd Floor. The reason for this is because you can see out every window on the 23rd Floor and get to see 360 degrees of the campus and surrounding area. The 23rd Floor is just a regular floor that is open any time that the building is open.
