A person called and asked how they can not pay for an outside resource if they find one that needs money. As in have UMass pay for it.

Send them to the LC Desk for Research help. Just so you know the Library would never pay for some one's resource. If someone chose to purchase a resource they would be on their own. However with the vast databases the Library owns a Librarian may be able to find someone the resource they need free through the Library's holdings.
